Apply for a Resource Consent

Before you apply for a resource consent make sure you visit our Resource Consent page to find out all you need to know about preparing your application.
Ready to apply? Follow the steps below to correctly lodge your application. Please take extra care when naming your files. They must be named as per our requirements in order for your application to be accepted.

To avoid delays, it's essential you provide all the relevant information we need to process your application.
Your application will need to be accompanied by a resource consent application form (Form 9), appropriate fee, and supporting information that should include:

plans (at a convenient scale)

a recent Certificate of Title (within the last 3-months) and any Consent Notices and Land Covenants registered on your title

if required, relevant expert reports (e.g. Landscape, Geotechnical or Transport assessments)

if required, a signed Affected Person's form or a signed Affected person's permitted boundary form.
If you wish to make a change to an existing resource consent, then you will need to complete an Application for change or cancellation of a resource consent (Form 10)
If you wish to extend the lapse period on your existing resource consent use Form 9.
Resource consent application for some activities (such as tree pruning or water-based activity) may require a specific activity form. These can be found on our Application forms page.

Resource consents are lodged online via our community portal. This allows you to upload large file sizes and to keep a track of your current and past applications.
If it is your first time accessing the Community Portal, you will need to register a new account from the login page.

Once you have logged in to the Community Portal, open the Application forms section and complete the “Upload Application Files” form. Please complete one form per application.
In the portal you will also be able to see your previous forms and track their status, using the Forms App.
Name your files
It's important that all your documents are named correctly - it helps us to process your application quickly and efficiently. Upload documents in PDF format using the following document names:

Initial payment must be received to formally accept applications for processing. If you are unsure of the deposit amount, check the consent fees section of our current fees and charges document or call 03 441 0499 to speak to the Duty Planner.
Online payments
Once you have been issued your application number, Credit Card or Account to Account direct payments can be made via the Application Payments link within the Community Portal.
Bank Transfers
Alternatively, payments can be made via bank transfer:
BNZ account number 02 - 0948 - 0002000 - 000 Particulars Name of payer Code Property address Reference Resource Consent (RM) number, e.g. RM180001 If you are paying from overseas, please use BKNZNZ22 as your swift code.
Payments referenced incorrectly may cause a delay in processing.
Manual Payment
Manual Payment can be made at QLDC customer services at 10 Gorge Road, 74 Shotover Street (Queenstown), or 47 Ardmore Street (Wānaka) and can only be accepted once you have lodged your application and received an acknowledgement email with your unique application number.
